The Hills Shire is going through a period of unprecedented growth following the arrival of the Sydney Metro Northwest. Given the magnitude of growth anticipated under Government policies, Transport for NSW (TfNSW) has funded a Traffic and Transport Study for the Castle Hill and Norwest Strategic Centres (also referred to as Regional Traffic Modelling).
The purpose of the Study was to consider the impact of the NSW Government’s planned housing and job growth targets for the Norwest and Castle Hill Strategic Centres on the regional traffic network and identify recommendations to be implemented. 
Council had advocated for this work to be completed over a decade ago, as part of the Government’s preparation of the 2013 North West Rail Link Corridor Strategy. However, this did not occur and as a result, this important evidence base has now been prepared “retrospectively” to, and did not underpin or inform the Government’s current policy settings or growth projections and targets for The Hills.
As a result, rather than informing the appropriate extent of planned growth within these Precincts, the primary function of the Study has been to quantify the impacts of planned residential and employment growth and provide recommendations to mitigate impacts, alleviate impacts and enhance connectivity.
The Study identifies planned growth in the Study Area and models the potential impacts of this growth on the regional road network, including the identification of key congestion points. The Study then identifies necessary upgrades to the regional road network, models the impact of these upgrades, and identifies other critical actions that also need to be implemented to ensure a functional traffic and transport network as growth occurs to 2036.
The Study includes a list of recommended upgrades to the regional road network that will assist in creating increased capacity for traffic flows as well as a broader suite of recommendations that relate to services, policy and behavioural change initiatives necessary to support vibrant, attractive and economically strong precincts.
