Council is going 'cashless'

As per Council’s exhibited Fees and Charges effective from 1 July 2022, The Hills Shire Council is planning to go ‘cashless’. This means that Council will no longer accept payments by cash or by cheque at our administration centre and other facilities including libraries. More information and options available here.

Step 1.Direct Debit

This method allows us to debit your bank, credit union account or building society account. Please note direct debit is not available on all accounts. If in doubt please refer to your financial institution.

Payments of your rate account via direct debit can be quarterly, single annual payment, monthly or fortnightly. The amount payable will be automatically deducted from your account on the nominated date.

Step 2.Online Payment

Council currently provides a rate payment service through the Internet using:

Step 3.BPAY

BPAY allows you the opportunity to pay over the phone, or through the Internet, from your cheque, savings, or credit card account (Bankcard or Visa MasterCard).

To make use of this option, you must initially contact your financial institution to ensure the BPAY facility is available at that institution.

Provided you have sufficient available credit or balance, the payment will be processed and you will be issued a receipt number for the bill payment.


Step 4.Post Billpay & Paypal

You can pay in person at any Post Office - Please present the notice intact. A paper receipt will be issued.

By phone - call 13 18 16.

Pay 24 hours a day, 7 days per week. Please quote the POSTbillpay code of 0289 and your Postbillpay Ref No: as per the payment slip on the front of your rate notice.

By Credit Card (Mastercard & Visa Cards accepted):

PayPal payments are done via Postbillpay.



Step 5.CentrePay

Centrepay is a voluntary bill-paying service which is free for Centrelink customers. Use Centrepay to arrange regular deductions from your Centrelink payment.

You can start or change a deduction at any time. The quickest way to do this is through your Centrelink account online:

Council’s Centrepay Reference Number is: 555 054 318H
You will need to provide your individual Council Assessment Number on your Rates Notice as the Account Number for the Centrepay Deduction.

By Phone

Call 1300 720 992 and quote the Assessment Number on your rate notice.

Cards accepted to make payment over the phone include:

  • Visa Debit Card
  • Visa Credit Cards
  • MasterCard Debit Cards
  • MasterCard Credit Cards

By Mail



Simply include your cheque or money order payable to the Hills Shire Council, together with the detachable deposit slip portion of the rate notice, to:

This Locked Bag address is for RATE PAYMENTS ONLY.

Other correspondence should be posted to Council's Administration Office – PO Box 7064, Norwest 2153.

Payments are processed by Council’s bank. No receipt will be issued.

In Person

Step 1.Visit Council

You can pay in person by:

  • EFTPOS at all Council facilities, MasterCard or Visa cards are accepted
  • Cash is not accepted at Council’s libraries.
  • Cheques are accepted at Council’s libraries until 30/6/22
  • Cash and Cheques are accepted at Council’s Customer Service Centre until 30/6/22


Please present your intact rate notice to:

Council’s Customer Service Centre located at 3 Columbia Court, Norwest - Monday to Friday 8:30am to 4:30pm.

Council’s libraries at Baulkham Hills, Castle Hill, Dural and Vinegar Hill Memorial Library Rouse Hill, during their opening hours.

A paper receipt will be issued.


Step 2.Visit an Australia Post Office

You can pay in person by:

  • EFTPOS (Mastercard or Visa Card are accepted)
  • Cash
  • Cheque

Please present the intact rates notice at any Post Office.

A paper receipt will be issued.
