Code of Conduct Reviewers - Expressions of Interest (EOI) are being sought for suitably qualified applicants to act as Code of Conduct Reviewers for The Hills Shire Council (THSC)
The Hills Shire Council is establishing a panel of independent service providers to assist with enquires and investigations into any alleged breaches of the Code of Conduct by the Mayor, Councillors or General Manager.“Conduct Reviewers” may be required to do preliminary assessments, sole investigations or participate in a three member “Conduct Review Committee” investigation.

What are a Tender, EOI and Quote?
Tendering, quotations and EOI’s are formal processes whereby the Council seeks offers for the supply of goods or services. Offers received are evaluated and the offer providing the Council with the best value overall is selected. Value does not necessarily mean best price.
The Hills Shire Council has a transparent process in place to ensure that it’s purchasing activities results in the best value for our community.
The Hills Shire Council purchases in accordance with the Local Government Act, 1993 and its purchasing guideline.

All tenders and EOIs are advertised in the Sydney Morning Herald and in the Council's Development Applications & Public Notices page advertised in the local newspaper on Thursdays.
All open public tenders, EOI’s and quotations are also advertised and can be accessed and downloaded through the link below to Tenderlink, our external e-tendering portal.
Organisations may register their company details, download documents, and lodge submissions online through this portal free of charge.

What should I know before doing business with the Council?
The Statement of Business Ethics outlines the basis of doing business with the Council. By complying with this statement you should be able to advance your business objectives and interests with the Council fairly and ethically.
You should also be aware that not complying with the Councils ethical requirements could lead to the termination of contracts and loss of future works.
