Council received Gateway Determination on 2 November 2016 to proceed with a planning proposal at Lot 5 Commercial Road, Rouse Hill. The planning proposal would facilitate a mixed use commercial and high density residential development with a built form ranging from three (3) storeys to 12 storeys with approximately 333 dwellings.
The key amendments to The Hills Local Environmental Plan 2012 include:
Delegation for making of the LEP 2012 has been issued to Council under the Gateway Determination.
Draft additional amendments to The Hills Development Control Plan 2012 Part D Section 5 – Kellyville/Rouse Hill Release Area are also being exhibited. The amendments include controls such as building heights, setbacks and common open space requirements. The controls seek to ensure future built form responds to, and integrates with, surrounding land uses and minimises amenity impacts on adjacent residential development.
A draft Voluntary Planning Agreement (VPA) is also on exhibition. The draft VPA provides for the dedication and construction of the extension of Green Hills Drive and a pocket park fronting Carnoustie Street. It also provides a monetary contribution towards the provision of new local infrastructure which addresses the additional demand generated by the increased residential development yield on the land.
