Access Public Land

What You Need to Know

  • Request for access must be given with two weeks notice to enable time for inspection and approval.
  • Payment of an Administration Fee as per Council's Fees and Charges, payment of a bond (minimum of $1500) and payment of an Application Fee ($330) is required before access can be granted.
  • Evidence must be provided prior to commencement of works of your possession and/or the contractor's possession of a Public Risk/Liability Insurance Policy with an indemnity of no less than $10M covering the proposed works.

Step 1.Complete the Online Application

Under Application Types, select Public Land Access and follow the prompts to complete your application, including payment of the application fee and the bond.

You can choose to pay the Bond and Application Fee over the phone (02 9843 0555) or in-person by visiting The Hills Shire Council Customer Service Centre located at 3 Columbia Court, Norwest NSW 2153. See Map.

 

Step 2.Next Steps

Access will not be allowed until a delegated officer has conducted a site inspection.

Approvals must be granted by a delegated member of Council's Restorations Team via email prior to gaining access.

Step 3.After Approval 

Following assessment, Council will confirm in writing receipt of bond and application fee.

Should keys be required, they can be collected at The Hills Shire Council Customer Service Centre located at 3 Columbia Court, Norwest.

 

Conditions of Use

Evidence must be provided prior to commencement of works of your possession and/or the contractor's possession of a Public Risk/Liability Insurance Policy with an indemnity of no less than $10M covering the proposed works. 

The Reserve must not be crossed in wet weather without the prior permission of Council’s Restorations Team. The Reserve and surrounding area is not to be used for the storage of vehicles, machinery or building materials. Trees, vegetation and concrete is to be protected from damage.

Bond Refund

Application for refund of the bond must be in writing quoting Council's receipt number.

After the final inspection and if no damage has occurred, the bond will be refunded and will take approximately ten working days to process.

In the event that the site has sustained any damage the applicant will be invoiced in accordance with Council's adopted fees and charges.

Privacy Notification

The information that Council has collected, or is collecting from you is private information for the Privacy and Personal Information Protection Act 1998 (PPIPA).

The intended recipients of the private information are:

  • Officers within the Council,
  • Data service providers engaged by the Council;
  • Any other agent or contractor of the Council; and
  • Other Statutory Authorities

The supply of the information by you is not voluntary. If you cannot provide or do no wish to provide the information sought, Council may be limited in dealing with your request.

Council has collected this information from you to process your application or complaint.

You may make application for access or amendment to information held by Council.  You may also seek Council to suppress your private information from a public register.  Council will consider any such application under the PPIPA.
