The Hills Shire Council has a transparent process in place to ensure that its purchasing activities results in the best value for our community.
The Hills Shire Council purchases in accordance with the Local Government Act, 1993 and its purchasing guideline.
Before doing business with the Council
The Statement of Business Ethics outlines the basis of doing business with the Council. By complying with this statement you should be able to advance your business objectives and interests with the Council fairly and ethically.
You should also be aware that not complying with the Councils ethical requirements could lead to the termination of contracts and loss of future works.

How to access Tenders, Quotes and EOI’s
To access open tenders, quotations and EOI’s, register your business with Tenderlink and Prescribed Bodies.

How we purchase
Council carry out procurement using Quotation, Tender and EOI’s processes.
For purchases with an estimated expenditure between $10,000 and $127,000 (ex GST) Council requires a minimum of three written quotes. These quotes are obtained from existing and new suppliers.
For purchases above $127,000 (ex-GST) a tender process is followed where tendering details are advertised publicly unless it is a pre-qualified panel of suppliers. In this scenario, a selective tendering process is adopted. Council also may carry out a public EOI (Expression of Interest) to shortlist suppliers, which would be followed with a selective tender process.
Suppliers may also be selected from pre-qualified panels on prescribed bodies.
Where to find Tenders and EOI’s
Tenders are advertised on the Tenderlink Portal and on Council's website. Suppliers must register on the Tenderlink Portal (link below) to view Tenders and EOI’s.
A hard copy of the tender is also available during office hours 8.30am – 4.30pm Monday to Friday at Council’s Customer Service Centre, 3 Columbia Court Norwest NSW 2153, for a non-refundable fee.
Please use the Tenderlink Portal to seek additional information or ask questions. Responses from council staff will appear on the Tenderlink Portal. Submissions must be received via the Tenderlink Portal by the closing date/time. Late submissions will not be accepted.

Invitations to Selective Tenders are only sent to suppliers that are currently on our panel contracts.
