Proposed Licence Agreement with Parramatta National Rugby League

In 2019, Council called for Expressions of Interest for the development of Kellyville Park as a Premier Rugby League facility and the establishment of pathways that will support community members who aspire to reach a representative and/ or elite level in their chosen sport.

Council resolved to accept the Expression of Interest from Parramatta National Rugby League. A draft licence agreement has been prepared. In accordance with Section 47 of the Local Government Act, Council is notifying its intention to enter into a licence agreement with Parramatta National Rugby League (PNRL) for 21 years in keeping with Council’s Masterplan and Plan of Management for Sportsgrounds.

The Licence Agreement at Kellyville Park relates to land classified as “Community” that includes Lot 1 DP 167535, Lot 60 DP 10702, Lot 123 DP 1113073 and Lot 1002 DP 113811.

The intended licence agreement is for the exclusive use of two playing fields and the current temporary Centre of Excellence (COE) facility. Upon completion of the playing field expansion and future permanent COE, the exclusive area will consist of the two fields, future COE and associated amenities.

The remaining areas of Kellyville Park consisting of five additional playing fields (existing and those under construction), and future facilities including associated amenities, playground, pathway network and the existing car park will remain accessible to the public and community groups.

The partnership between Council and PNRL will provide an elite facility for our community at this location consistent with Council’s recently updated Master Plan in an economically responsible way consistent with Council’s current funding levels.
