Planning Proposal, Draft Development Control Plan Amendments & Draft Voluntary Planning Agreement for 2 Burbank Place, Norwest

Council has resolved to publicly exhibit a planning proposal, draft Development Control Plan (DCP) amendments and a draft Voluntary Planning Agreement (VPA) with respect to land at 2-4 Burbank Place, Norwest, which can be found on this page under the Related Information heading.

The planning proposal seeks to enable the development of a new 12 storey commercial building at 4 Burbank Place and retain an existing 6 storey commercial building at 2 Burbank Place through the following amendments to The Hills Local Environmental Plan 2019:

  • Increase the maximum floor space ratio from 1.4:1 to 2.8:1 on the portion of the site zoned B7 Business Park; and
  • Increase the maximum building height from RL116 to RL126 on the portion of the site zoned B7 Business Park.

Draft amendments to Part C Section 1 – Parking of The Hills Development Control Plan 2012 have been prepared in association with the planning proposal to apply a reduced parking rate of 1 space per 60m2 of commercial gross floor area on the site.

A draft Voluntary Planning Agreement is also on exhibition, and seeks to secure a monetary contribution equating to 3% of the cost of development. 1% of this contribution is required to be spent on public domain improvements in the vicinity of the site and the remaining 2% can be utilised at Council’s discretion on new and upgraded local infrastructure more broadly within the Norwest Strategic Centre.

Delegation for making of the Local Environmental Plan has been issued to Council under the Gateway Determination.
