At its meeting of 23 March 2021 Council resolved to publicly exhibit a new draft Section 7.12 Contributions Plan for the Norwest Innovation Precinct.
The draft Plan would apply to the “Norwest Innovation Precinct”. The area includes:
- The “Bella Vista Employment Area” – being the area of employment land along Lexington Drive; and
- The “Circa Commercial Precinct” – being the area of employment land between Bella Vista Farm and Old Windsor Road, generally serviced by Norbrik Drive and Elizabeth Macarthur Drive.
Future redevelopment within the Precinct will result in an additional 21,300 jobs. The draft Plan would enable Council to levy monetary contributions from future development within the Precinct, in order to fund the new and upgraded infrastructure necessary to service the future development. This would ensure that existing ratepayers are not burdened with the cost of providing new roads and other facilities required to service new development.
To support future development within the Norwest Innovation Precinct, the draft Plan identifies approximately $56.6 million of new and upgraded infrastructure including traffic and transport works, pedestrian and cycleway connections and public open space and urban plazas.
In order to fund the identified infrastructure, the draft Plan proposes that future development on land within the Norwest Innovation Precinct be levied at the following rates (calculated as a percentage of the cost of development):

Please note: Development contributions would be payable as a condition of consent in association with future Development Applications for new development on land within the Precinct. The draft Plan would not create any obligation for existing landowners to pay development contributions to Council, unless they are seeking to develop on the land.
