About the Project

The Hills Shire Council is upgrading the intersections of Withers/Barry Road and Barry/Hezlett Road, North Kellyville to signalised intersections.

Council has awarded the project to Burton Contractors Pty Ltd and work has now commenced.

To carry out the project safely and efficiently, the area of work will be isolated from traffic by safety barriers.

Council acknowledges that this impacts road capacity and will be highly disruptive. There will be congestion and impacts on travel time. However, these works will result in better, safer intersections once completed. We aim to complete these works as quickly and safely as we can.

Works will be completed with every effort being made to reduce disruption to traffic. Additionally, safety risk to workers and road users is of utmost importance. Delays and inconvenience will occur so please plan your journey.

Short-term traffic management options have been implemented. These will address pedestrian access and traffic flow in and around the construction zone.

The changes include:

  • Reversing the one-way direction of Nullabor Street. Followed by installing a left-turn-only arrangement from Nullabor Street onto Withers Road.
  • Relocation of the bus stops on Withers Road between Barry Road and Hezlett Road. So they are closer to the pedestrian detour via Nullabor Street.
  • Double dividing lines and “No Right Turn” signage on Hezlett Road, adjacent to the basement access to the Shopping Centre Carpark. This will discourage right-turn access from Hezlett Road into the basement carpark.

Timeframe completion is dependent on the relocation of the service utilities listed in 'More Information' below. This will involve coordination with each of the individual service utility providers. Progress is also susceptible to wet weather delays.

Work will generally be carried out Monday to Saturday from 7am to 5pm. Some night work may be necessary to deliver oversized construction vehicles and equipment. Night work may occur for service utility relocation work where it crosses the road.

More Information on the Project

The project aims to improve pedestrian and road user safety, and increase accessibility in the area.

The works will result in:

  • Construction of a four-way, signalised intersection. This will replace the existing three-way roundabout between Withers Road and Barry Road
  • Construction of a new link road (Barry Road Bypass) that connects with the existing intersection at Hezlett Road
  • Reconstruction of road pavement at Hezlett Road from Armbruster Avenue to Withers Road.

The upgrade works include:

  • Implementation of construction traffic controls. These include roadwork speed reduction zones, signage and safety barriers
  • Demolition and site clearing
  • Earthworks
  • Kerb and gutter construction
  • Stormwater and subsoil drainage construction
  • Property adjustments
  • Road pavement and concrete pathway construction
  • Traffic control signal installation
  • Landscaping
  • New line marking and signposting
  • Relocation/adjustment of existing service utilities including:
    • Telstra and NBN
    • Electrical and streetlighting
    • Potable Water and Recycled Water
    • Gas
