Council has received Gateway Determination to proceed with a planning proposal applicable to land at 6-12 & 16-20 Garthowen Crescent, Castle Hill (Lot 23, Lot 24, Lot 25, Lot 28, Lot 29 and Lot 30 DP222257 and Lot 1 and 2 SP 40627). The planning proposal seeks to facilitate a high density residential development comprising up to 190 dwellings, in a built form comprising a 13 and 18 storey building with a 3 storey terrace edge.
Delegation for making of the amendment has been issued to Council under the Gateway Determination.
In order to guide future development on the site, an amendment to draft The Hills Development Control Plan 2012 (Part D Section 20 – Castle Hill North) has been prepared and is being exhibited concurrently with the planning proposal. The amendment to the draft DCP updates the structure plan for the Castle Hill North Precinct to identify a height range of three (3) to 18 storeys on the site, updates the heritage provisions to identify appropriate built form to ameliorate impacts to Garthowen House, and updates the required setbacks surrounding the site.
A draft Voluntary Planning Agreement is also on exhibition which secures a monetary contribution to be paid to Council with respect to any yield on the site over and above the planned growth under the Castle Hill North Precinct Plan and draft Contributions Plan.
