Draft Amendments to The Hills Development Control Plan 2012 Part B Sections 3-7 – Review of Access and Mobility Controls (FP230)

At its meeting of 23 May 2017, Council resolved to adopt The Hills Disability Inclusion Action Plan which recommended a review of access and mobility controls in Council’s Development Control Plan. 

At its meeting of 27 November 2018, Council resolved to publicly exhibit amendments to the following sections of The Hills Development Control Plan 2012:

  • Part B Section 3 – Dual Occupancy;
  • Part B Section 4 – Multi Dwelling Housing;
  • Part B Section 5 – Residential Flat Buildings;
  • Part B Section 6 – Business; and
  • Part B Section 7 – Industrial.

Key amendments to The Hills DCP 2012 include the following:

  • Additional information regarding legislation and regulations relevant to mobility and access, including the Disability (Access to Premises – Buildings) Standards 2010 (The Premises Standards), relevant Australian Standards and the National Construction Code (NCC);
  • Updated references to standards and codes throughout existing controls;
  • Removal of controls where they duplicate requirements of the Premises Standards or NCC;
  • Increased requirements for provision of adaptable or accessible housing within multi-dwelling housing and residential flat buildings; and
  • Introduction of a new requirement for an Access Report to be submitted with development applications for residential developments comprising 6 or more dwellings and for commercial and industrial development comprising either new buildings or alterations and additions where the floor area of the existing building is proposed to increase by 50% or more.
