Planning proposal – To permit child care centres as an additional permitted use on land at 71-83 Samantha Riley Drive, Kellyville (5/2017/PLP)

Council received Gateway Determination on 20 March 2017 to proceed with a planning proposal to amend the State Environmental Planning Policy (Sydney Region Growth Centres) 2006. The proposed amendment seeks to permit child care centres on land at 71-83 Samantha Riley Drive, Kellyville, by including the use in Schedule 1 (Additional Permitted Uses) of the Growth Centres SEPP.

Child care centres are currently prohibited in the R2 Low Density Residential zone under the Growth Centres SEPP. However, the subject site offers an opportunity to accommodate a purpose-built child care centre (with approximately 120 child care places) within a low density residential area where potential amenity impacts typically associated with the use can be effectively managed.

Delegation for making the plan has been issued to Council under the Gateway Determination.
