Draft Review & Update of Balcombe Heights Conservation Management Plan

Council, at its meeting of 27 August 2013, resolved to place the Draft Review and Update of the Balcombe Heights Conservation Management Plan (CMP) on public exhibition for a period of 28 days.

The key objectives of the CMP are to:

  • Ensure that the plan is in accordance with Council requirements to inform the future recreation and community needs in the Baulkham Hills precinct and to ensure any facilities proposed respond to any latent community demand not currently or previously proposed in this district;
  • Review the 1997 CMP and relate it to existing users as well as identify potential recommendations;
  • Review, rationalise and recommend landscape masterplan defining all areas of the existing elements and features to be retained, together with all proposed land uses, protection zones and recreational opportunities;
  • Facilitate the long term usage of the site as a public space whilst defining acceptable levels of change within the framework;
  • Identify and propose short and long term opportunities for precinct areas within Balcombe Heights;
  • Identify means of optimising public access into and through the site with particular emphasis upon the historic and cultural links of the estate;
  • Identify potential community and commercial involvement with selected facilities;
  • Confirm the long term economic viability of proposed uses for the Estate which showcase the site’s capabilities;
  • Investigate undergrounding of the overhead high voltage power cables throughout the Estate.
