Draft Amendments to The Hills DCP 2012 - Castle Hill North Precinct

Draft amendments to The Hills Development Control Plan 2012, as it relates to the Castle Hill North Precinct, are currently on exhibition.

The amendments are necessary to ensure that Council’s DCP aligns with the planning outcomes and controls finalised by the Department of Planning, Industry and Environment on 17 July 2020, as part of the Castle Hill North Precinct Planning Proposal (16/2016/PLP). Changes to the planning framework were made by the Department in response to State Government agency objections from Transport for NSW and Land and Housing Corporation and as a result, inconsistencies exist between Council’s adopted DCP and the final planning controls applicable to the Castle Hill North Precinct under The Hills Local Environmental Plan 2019.

The draft amendments to the DCP reflect the revised parking rates for the Castle Hill North Precinct applied by the Department as well the extended application of the R4 High Density Residential zone to certain properties fronting Larool Crescent. In addition, the proposed amendments will consolidate the adopted DCP controls for land at 6-12 and 16-20 Garthowen Crescent, Castle Hill (which is currently subject to a separate site-specific DCP section) into the DCP section for the broader Castle Hill North Precinct.

Please be advised that the proposed amendments do not seek to reconsider or revisit any of the precinct planning, land use, density or built form outcomes that were recently implemented as part of the Castle Hill North Planning Proposal. The proposed amendments are necessary simply to reflect the changes made the Department of Planning, Industry and Environment at the time of finalising the Planning Proposal.
