EOI for use of Kellyville Park as a Premier Rugby League Facility

The Hills Shire Council is seeking to provide top-level sporting facilities for each major sporting code within the Shire to offer health and well-being benefits for our community, as well as pathways for local residents to access elite sport.
Kellyville Park has been identified as the site for a premier rugby league facility.
Council at its meeting on 11 June 2019 resolved to invite Expressions of Interest as part of the re-development of Kellyville Park. In accordance with the Draft Landscape Master Plan and Statement of Intent, Council is inviting Expressions of Interest from potential parties to identify the most suitable partner for Council to achieve their aim for the site being an elite Rugby League facility.
The attached Draft Landscape Master Plan and Statement of Intent informs the requirements and expectations to be delivered at Kellyville Park. It includes the provision of 4 full size playing fields, upgraded amenities including multi-use changerooms, under-cover spectator seating, high level floodlighting, along with workstations, gymnasium and meeting rooms as part of a Centre of Excellence.
It is Council’s intention to enter into a lease or licence agreement with Parramatta National Rugby League for up to 30 years as per the Plan of Management for Sportsgrounds unless a more competitive offer is received through this Expression of Interest process.
The Draft Landscape Master Plan and Statement of Intent for Kellyville Park are also available for inspection at the following locations:

- Castle Hill Library: Corner of Castle Street and Pennant Street, Castle Hill (Monday – Friday 9:30am – 8pm, Saturday 9:30am – 5pm and Sunday 1pm – 5pm).
