Planning Proposal And Draft Development Controls For 9-10 Roger Avenue And 93-107 Cecil Avenue, Castle Hill (12/2016/PLP)
Council received Gateway Determination on 2 November 2016 to proceed with a planning proposal at 9-10 Roger Avenue and 93-107 Cecil Avenue, Castle Hill.
The proposed amendments will facilitate a mixed use, multi-storey development on the subject site comprising 460 dwellings and at least 8,025m2 of commercial floor space.
The key amendments to The Hills Local Environmental Plan 2012 include:
- Rezoning the site from R3 Medium Density Residential and R1 General Residential to B4 Mixed Use;
- Removing the maximum building height applicable to the site;
- Applying a ‘base’ floor space ratio of 1:1 across the entire site and an ‘incentivised’ floor space ratio of 3.5:1 across the entire site.
Delegation for making of the LEP 2012 has been issued to Council under the Gateway Determination.
Draft amendments to The Hills Development Control Plan 2012 are also being exhibited. The amendments include controls such as built form and design, building height and site layout, solar access, setbacks, traffic and parking, pedestrian amenity and common open space requirements. The controls seek to ensure future built form responds to, and integrates with, surrounding land uses and minimises amenity impacts on adjacent residential development.
A draft Voluntary Planning Agreement (VPA) is also on exhibition. The draft VPA provides for the dedication and embellishment of a through-site link from Cecil Avenue to Roger Avenue and a monetary contribution towards the provision of new local infrastructure to be identified by Council, which addresses the additional demand generated by the increased residential yield on the land.
