Draft Amendments to VPA – Castle Towers Stage 3 Expansion (FP187)

Council has received a request from QIC to amend an existing Voluntary Planning Agreement (VPA) associated with the Castle Towers Stage 3 Expansion.  

The existing VPA was executed in January 2017.  It facilitates the upgrade of Showground Road between Carrington Road and Pennant Street through roadworks to be completed by RMS, payment of monetary contributions by QIC to Transport for NSW (formerly RMS), dedication of land from QIC to Council and reduction in contributions payable by QIC for the Castle Towers Stage 3 Expansion to reflect works funded by QIC through the VPA.   

The requested amendments have been prompted by recently approved changes to the alignment of Pennant Street (between Showground road and Castle Street) to be undertaken in conjunction with the Stage 3 expansion of Castle Towers. The amendments to the VPA are largely administrative in nature and are necessary to reflect the recent approvals. The amendments also reflect a required “land-swap” between Council and QIC relating to the current and future Pennant Street road reserves.
