Noise


Air ConditionerNeighbourhood noise is a frequent cause of nuisance and annoyance for people living in an urban environment where people live in close proximity to other. Council's Health and Environment Protection Team deal with many issues including noise pollution.  The most common noise nuisance complaints received are produced from air conditioners, pool pumps, dirt bikes and outdoor appliances such as welders and grinders.

Music, air-conditioning, power tools, and lawn mowers are everyday items that can cause a noise nuisance. This has been recognized in regulations where time restrictions have been placed on the use of such items.

NOISE

SOURCE TIME RESTRICTIONS

Electric power tools, pneumatic power tool, compressors, swimming pool/spa pumps and powered garden equipment such as lawn mowers, leaf blowers, chainsaws and the like.

Between 8pm until 7am weekdays and Saturdays and 8pm until 8am Sundays and public holidays.
Musical instruments and sound equipment such as radios, sound systems, and public address systems.

12 midnight until 8am on any Friday, Saturday or day immediately before a public holiday.

Between 10pm until 8am on any other day. 

Domestic air-conditioners 10pm until 7am weekdays and 10pm until 8am weekends and public holidays.
Motor vehicles (except when entering or leaving premises) 8pm until 7am on weekdays and 8pm until 8am weekends and public holidays.
Refrigeration units fitted to motor vehicles 8pm until 7am on weekdays and 8pm until 8am on weekends and public holidays.

 

Pool pumpAny noise, including the noise caused by the common items listed above can cause offensive noise at any time due to the absolute level of the noise, the duration of the noise or the characteristic of the noise. The Protection of the Environment Operations Act 1997 gives councils, the police and relevant State Government Departments the authority to investigate and take action where offensive noise is created.

The Environmental Protection Authority (EPA), incorporated within the NSW Office of Environment and Heritage is the Authorised Regulatory Authority controlling premises that are licenced by them (which are generally the larger industrial premises), and Government Departments or Agencies.

After hours disturbances can also be referred to the NSW Police Service.
