Code of Conduct

The Code of Conduct sets the minimum requirements of behaviour for Council officials in carrying out their functions. Council has adopted the Model Code of Conduct for Local Councils in NSW (June 2008) prepared by the Department of Local Government. The Department released new guidelines in October 2008.

Privacy Management Plan

The Privacy and Personal Information Protection Act, 1998 (PPIPA) provides for the protection of personal information and for the protection of the privacy of individuals generally. Section 33 of the PPIPA requires each public sector agency to prepare and implement a Privacy Management Plan.

The Hills Shire Council ("The Council") adopted the model Privacy Management Plan as prepared by the Department of Local Government on 04 July 2000. The Council's Privacy Management Plan includes:

  • an introduction to the Act;
  • examples of personal information held by Council;
  • a list of Public Registers held by Council and specific purposes relating to their use;
  • the method that Council will use for internal review of privacy complaints; and
  • the role and responsibilities of Council's Privacy Contact Officer.

 

Disclosing personal information

The Council will not disclose any personal information without the individuals consent unless required to do so by law. The Council will not use any personal information for purposes other than the intention that it was collected for.

Storage and security of personal information

Council takes all reasonable steps to keep secure any personal information which it holds, whilst ensuring this information is accurate and up to date. All information is stored on secured servers.

Accessing, correcting or updating personal information

Anybody is able to access their own personal information held by Council through the provisions of the Freedom of Information Act 1993 (FOI).

Social Plan

Council's Social Plan 2005-2010 aims to promote an equitable distribution of resources in the Shire to ensure that people have fairer access to the economic resources and services essential to meeting their basic needs and improving their quality of life. The Plan aims to recognise and promote people's rights and improve the accountability of decision makers as well.

The development of a Social Plan is a statutory requirement of the State Government. Council appointed a consultant to guide Council through the development of the plan. Contributions were sought from the different social groups within the Shire. The Social Plan was placed on public exhibition and comments were sought from residents and community groups interested in the provision of services to the community now and in the future.
