The policy seeks to balance the rights of property owners and the rights of others to enjoy their own property free from external impacts of nuisance; and to ensure that animals kept on residential land are of an appropriate kind, in appropriate numbers and maintained in satisfactory conditions so as to not result in unhealthy or unsafe conditions and do not cause a nuisance to others.

This strategy aims to manage companion animals through education and information using sanctions only as a last resort. It also seeks to identify a hierarchy of open space uses that will assist with responsible use of open space.

The Aim of the Companion Animal Management Plan is to provide for public amenity, public health protection, public safety and community harmony by ensuring that the provisions of the Companion Animal Act 1998, whose principle objectives are to provide for the effective and responsible care and management of companion animals, are maintained through co-operation, self-regulation and compliance.
